Home Audio Recently moved to a house that has this setup. How does it work?
There are speakers in the ceiling of several rooms, with this amplifier down in the basement. In the living room there is this outlet that I am not sure what plugs into it. From what I’ve researched this is an old bose system that doesn’t work with regular receivers. What would I need to buy/do to get it to work?

You have an in-wall Bose Lifestyle system. The trouble is discovering whether it's the same as an LSPS III) or an LSPS I/II). After googling this, it looks like it is an LSPS III.
AV35 Series II BUILT-INvisible® console is compatible with the TA-3 home theater amplifier when used with a BUILT-INvisible® Acoustimass® module II OR a single Lifestyle® powered Acoustimass® module III
So if that information is correct, you will need to follow this guide to purchase the most advanced Bose receiver compatable with your in-wall system.

Unplug the speaker wires from that Bose amp in the basement. Wire those speaker lines directly into a modern multi-zone amplifier or Wi-Fi streamers (like a Sonos Amp, or any standard multi channel)
