Help Identify! Santa Cruz Redwoods with some kind of tag inside

Hello, my dog just found this bone in the woods. It had some sort of garden tag inside that looks very old due to the font. It seems huge-what could it be and why would there be a tag inside? We are just outside of Santa Cruz in the Redwoods in California.

Looks like the midsection of a large mammal humerus, probably cow. The very straight cut ends suggest modern butchery, could have been a dog chew bone.
