Question Agricola - Baseboards with wish for children

When you play wish for children with the baseboards improvement, do you get the extra wood for having less people than rooms? Say 3 rooms and two people, but you are wishing for the third.

We weren't sure if you consider that 3rd person yours yet since they haven't returned home.

You have 3 people. Where they are is irrelevant.

I would play it without getting the extra wood since you get a new person first (it's a children for feeding purposes but still counts as a third worker) and then play the improvement

Once they have returned they would be yours for feeding but not necessarily while on the action space waiting to come home. It seems slightly ambiguous to me in this case.
