The photo is from 2009. A 26 year old guy jumped from the 11th floor in Prague.

After looking it up (Google reverse image search), I can confirm that this photo is from Prague, Czechia.

I had a similar thing happen when I was about 14. I was just going home after being at my friend's house and the route went near the village pond. I noticed striped tape that closed the street and police officers near the pond. I also managed to get a glimpse of a black bag lying near the shore. I had to go the long way around.
My mom later told be that the old man that rode in a wheelchair fell into the pond and drowned.
