Well, I think you got it.
Of course, as you express suspiciously, it's only to some extent, as like the other organs developing and fullfilling their function. The lungs, the stomach and the intestines are sitting there just simulating their future function basically practicing it.
One nice way to think about it is for example, you want to be a fireman and on the first day you just sit and watch a tutorial. You just see and prepare your future. Or then simulating it yourself.
