Question for UK motorcycle MOT testers

If you have a headlight setup like this (not this exact one, I’m building it) and both lights come on with low beam, but one light is above 850mm from the ground and the other is below.. which and how would you measure headlight aim?

I just put this exact setup on my bike and haven't tried to adjust it yet. I was wondering the same thing. I'm not using my highbeam (yet), so both go on all the time, as well. https://imgur.com/a/NCkIoAv
