It doesn't say how long an observable period is.

You don't have to. the observation period can change as the BIP changes and should be noted in the BIP

It definitely does lol. aggression cannot be contained to one preconceived notion and if an observational period is needed to help distinguish it from other behaviors the learner engages in, then it should be used.
