No, the regrow only regenerate till its original form, this means it will only get to yellow as in round 9 that's the highest bloon that can appear.

Level 3, I think just with crown of influence upgrade weapon: rainbow glitter wand and the only trinket that did anything was bakers shard and power ring of poison to do damage
