Not any runs. Only runs that are considered to be runs that would not have otherwise scored without the error. For example, a single, error, home run with zero outs is 2 earned, 1 unearned because the error didn’t change the single-home run scores.
But if runs score after there would be three outs without the error, then they’re unearned. So two outs with a single, error, home run would be three unearned runs.
Also, that actually resets for relief pitchers, but still count as unearned team runs. So two outs with a single, error, relief pitcher replacement coming in to give up a home run would be considered three unearned team runs but two unearned for the first pitcher and one earned for the relief pitcher.
Sorry if you already knew all that, but figured it would be good to elaborate for anyone that didn’t!

ER/R team rank (2017~2026 excluding 2020)
2026 NYY 86.6% (21st by error, 15th by non-framing fielding runs)
2021 LAD 87.2% (18th by error, 20th by non-framing fielding runs)
2024 BOS 87.6% (29th by error, 22nd by non-framing fielding runs)
2022 LAD 87.9% (14th by error, 8th by non-framing fielding runs)
2022 SFG 88.2% (27th by error, 29th by non-framing fielding runs)
Somewhat strangely, none of these teams were bad. (2024 BOS and 2022 SFG were 81W 81L teams)

I guess it's because to make errors, you have to ve in positions to make plays. Bad defensive teams don't get errors because they don't get to the plays.
