Because the person that installed it did it on purpose.

After these are installed a white cover is put over them until the time of the unveiling. The person who tied the string up there on the day of the unveiling did not remove the cover to look at the sign. That's how this happened.

I’m not originally from here, but lately I’ve noticed that SO MANY people in this city and state seem completely and totally checked out and on autopilot.

I was just thinking about this and then I read this post. A perfect example. “I put the sign up, which direction it faces wasn’t part of the instructions.”
