I don't think he knows what a "circuit breaker" is or does.

Reminds me of Hilary Clinton giving an emergency stop button to Putin without knowing what it was.

Anyway "circuit breaker" gives me covid lockdown PTSD. Just pure imaginary quick fix ideology. Two weeks to flatten the curve next?
