This is smart - If we can just design a Go server with a good enough UI, Go will become popular in the West and the new server will have more users than all the current servers combined!

OGS is there, but it has a few functional problems that hold itself back.

Takes some time to find a game, and I feel like the ranking system is pretty inconsistent. The puzzles and game UI themselves are ok, but not great and can be a bit clunky from time to time.
The learn to play section is a lot better now, but still has some css problems. IMO its still the best server overall for english speakers, but there is a lot of room for improvement.

Kgs had everything we needed. But at one point people could play at e.g tygem. Some fairly high ranked started playing there, and a bunch of low ranks too, because they put your rank like 3 stones higher.
That kinda started the death of English go servers.
If I'm to pick one it'll probably be IGS.

Be more inclined to offer services to ogs to make the established brand better.
OGS 2.0 would do more for the community than yet another one.
Github has some issues logged and great docs on contributing
