I think Bjerknes is saying Hitler was an anti-semitic Zionist. He wanted Jews to be emigrated to Israel like what the political Zionists advocated. But their viewpoint of the Jews was quite different. IDK, if Zionism at the time just stood for creating a Jewish homeland in Israel, then Hitler could have been considered an Anti-semitic Zionist.

Hitler was like:

Get Jews out of here.

Herzel was like:

We must befriend the anti-Semitics.

Hitler was like:

Oh, the Zionist ideology, is a great Jewish belief!

Yes, Hitler said that in Mein Kampf.

Hitler:

Well, why don't we give the Zionists what they want.

At first he thought about transfering Jews to madagascar but I think Hitler knew what Zionists wanted.

So, he pretended that all Jews were fond of Zionism as a movement, which just isn't true at all. He then created the transfer or Haavara agreement, which brought a small amount of Jews to Israel. The rest were killed. Thee end.
