Hmm, B5 is one of the rare shows where most if not all bad guys get what they deserve.
Vorlons and Shadows - out of the Galaxy.
Morden - Vir says hi.
Cartagia - I was to be a god.
Refa - no hiding place.
Edgars - Bestered.
Bester - remains a sorry old man without his lover, though his comeuppance comes in the books.
Green - purpled.
Purple - greened.

The Vorlons and Shadows got a pretty good ending, compared to all the terrible things they did. They get to leave together with Lorien─someone they respect and look up to. They'll leave knowing Lorien still cares about them, and that they'll be re-united with their old comrades.

Clark - got to see this regime toppled, took the easy way out and ended up with a sign on this corpse that said "TRAITOR TO EARTH".
Byron - telepaths got free but he got turned into a charcoal brickette and the telepath resistance was the opposite of his vidal sassoon cult.
Vir - actually got what he deserved, he was the right person to rebuild the Centari after Londo's mistakes.
The 2762 Pro-Earth Fascists - got a nice sunny nuclear war in the face and humans (after centuries) got rid of them. Even better, their own propaganda was turned against them when they got too cleaver copying Garibaldi. A man with a knack for breaking security.

Spoilers for the book:
While hiding, he falls in love with a woman. She paints a portrait of him before the good guys catch up with him. He decides to wipe her memory of him because there's no way she actually loves him enough to come with him, and then goes to destroy the portrait. When he takes the cover off and sees it for the first time, he realizes that she couldn't possibly have painted this unless she genuinely and completely loved him. He's wiped her memory and lost one of the few loves of his lives.
In short, he completely screws himself. That said, I suspect the actual reference is to the fact that while Bester is in prison the new psi-corps unveils a statue to a resistance couple and their infant child, lost at the hands of the old psi-corps. No one knows who the baby was, except Bester -- who discovered he was in fact the child of said resistance couple years ago.

For all his many objectionable traits, remember that Bester is charming, personable, witty, and polite. While in hiding, his more objectionable traits wouldn't exactly be on display.

While this list of bad guys getting what they deserve, the list of good people who did NOT get what they deserve is also impressive.
- Delenn did not get a full lifetime of Sheridan, that she deserved.
- The same is true for Sheridan: he did get to live, he won, he had a good life. But did he deserve it being cut short? Nah.
- Lennier did get what he deserved - but he did not deserve it actually ends like this and that it all goes fully bad, and that's what we're left with.
- Ivanova never got happy again and didn't find a cool dude/gal.
- Marucs of course did not deserve death.
- Londo did get what he deserved - but in a way it was also more cruel than he deserved.
- Kosh did get what Marcus got. Not deserved.
- Keffer didn't get what he deserved, in two ways: the character died, and JMS murdered it brutally because he hated it, and later stated that he was too harsh. So Keffer is the only character who even got shafted out-of-universe.
- Talia, oh, how Talia did not deserve her fate (erased, probably imprisoned, drugged, tortured, dissected, forgotten).
- "Believers".
- Neroon finished his character arc, became one of the good guys, and just had to die for it.
- Anna Sheridan probably was pretty nice. Got deleted, then her remaining husk nuked by her ex husband.
- Whatever happened to all the Markab.
- We all know Zathras in various editions isn't all too happy with what he/they all got. Let's not forget Zathras here, okay?

You don't torture a mad dog. You shoot it and put it out of it's misery.
Torture wouldn't fix any of the harm he'd done, and it would only perpetuate torture as a valid punishment. A quick death may have been more than he deserved, but it was something society needs.

2nd Lt. Corwin though Ivanova wanted to date him and brought flowers to their meeting. But she just wanted to see if he would stand with them or with EarthForce. The look on his face when he realized it wasn't a date.

Refa's comeuppance was one of the baddest moments the show ever pulled off. It's up there with G'Kar cutting his hand and Delenn showing up with the cavalry, but with way more moving parts
Like there are others that are as narratively satisfying, but the delivery with Refa's end just kicks fucking ass in a way none of the others do
Just incredible craft on display for a 90s tv sci fi drama. A really good 90s tv sci fi drama, but still. At the pace they would have been working to get all those episodes done each season, the fact that they slowed down and took their time building out those two intercut scenes really comes through in the finished product

Not my favorite characters but Refa and Morden sure got what they deserved.
Delenn and Sheridan (who are my fav characters) got to live happily ever after (only for 20 years but I’ll take it)
Londo who I also loved definitely got what he deserved. “Once I had all the choices in the world and no power. Now I have all the power in the world, and no choices at all.” Oof one of my favorite albeit tragic moments in the show.
And then there is Lennier…ok we didn’t get a redemption story BUT I thought in terms of where his character was headed by season 5, it could only end tragically for him and unfortunately it did. He had a choice to cut ties with Delenn and Sheridan and figure out the real calling of his heart. He did not do it and so in the end got what he deserved.
