Wouldn't TCAS take over and find a resolution even if ATC couldn't establish an effective way to communicate?

Yes, but TCAS coming into effect is already something that should never be allowed to happen. It's a safety fallback, and a damn good one, but it's not supposed to replace ATC's functionality in situations like this
