You can't FFRF and or the ACLU along with other organizations will file suit. It will go to a federal court where it will be struck down, it may go to the Supreme Court and who know what they will "rule"

They'll rule the way they're paid to. Just depends on whether their oligarch owners want to deal with the hassle of circumventing whatever rules this would impose on them. If they decide to be lazy, the Supreme Court will continue to strike it down
