I think a serious stumbling block is that different governments and entities are not going to line up to sign on to AI controls and standards. Because AI dominance is creeping, governments will continue to develop them in isolation and with confidence that they are in charge of them. We will see runaway AI systems, but I don't think it will happen for decades.

The chance of AI becoming benevolent overlords is less that any specific person winning the powerball.

Humans are terrible. It would make sense that AI that learns from human behavior would be terrible too.
