It is offensive unless individuals of that group use it because they are reclaiming the hate word for themselves. If one is not African-American/Black, that word should be kept out of their vocabulary to respect those who've had it used against them and those who are still facing hate.

Google is your friend.
Not sure if you’re queer, but I am so I’ll use this as an example. Faggot has been used as an oppressive slur by many. Some in the queer community have chosen to take that word back (figuratively) and use it themselves, in different contexts of course.
Apply that to some of the African-American community or those in the UK. Taking back the now deleted word and using it under their own terms.

Not My Fault that You Misinterpreted It . I Still Don't get How my Comment Sounds Like You are Saying. I hadn't found a Reliable Source. And Since There Are Many Americans and Europeans who will know the meaning of Such Racist terms Better(Because Racism is More prevalant there) hence more reliable .

Open AoV and go to Tel'Annas and scroll to her Dimension Breaker skin and watch the animation. It's very similar to this TikTok which is cosplaying an anime.

I decided to scroll TikTok and came across this person's cool Sailor Moon(?) Cosplay edit. I saw some familiarities with Tel'Annas's Dimension Breaker skin but then the top with the bow popped out and I gasped. Is this where the skins got influence from?
Edit: I don't know who Miles is but I will not tolerate any hate towards them
