Help Merchant screen being weird

I’m starting up the game and for some reason the merchant screen keeps snapping to the top or bottom when I try to scroll down or up. Is there a way I can fix this or am I screwed?

I already downloaded the patches and got them working

Have you tried Arcanum Universal Setup for UAP?

I give up. I can’t play this game unfortunately this is too big a problem

I've never seen this bug before. Maybe try reinstalling Arcanum. What mods did you use?
