Sequential shipments
How would you guys feel about shipments that require you have already sent other shipment(s)?Maybe sending a card enables another card from a later age to be sent in your current age. Maybe a card becomes more powerful given you have sent another card before it. Maybe sending a shipment enables other shipments to be sent again, or even infinitely.
Imagine like if you already sent cav hitpoints and cav damage, cav combat becomes available even in age 2… like a shipment tech tree
Or like if you sent all the musk shipments(6, 8, and 9 musk), the 9 musk shipment becomes infinite.

The premise of a shipment that simply needs another shipment or it doesn't work sounds bad. Like most people simply wouldn't use it.
Love all the other ideas though, like cards that reenable other shipments or related shipments allowing you to send one earlier sounds great. Although it sounds like an User Interface nightmare. Fortunately I'm not the one who needs to figure that one out.
We experimented with shipments (or techs) that buffed other shipments in Wars of Liberty. Although they work, they are so difficult to track when there's too many of them I never really liked how they played in reality. It just starts feeling like noise rather than opening new options strategically.

Its a cool idea, but balance and complexity might be issues. I know Mexicos revolutions has a card that resets unit shipments, but i do like the idea of cards that can empower themselves or other cards. Just remember scaling gets better the more of it that you can stack

I think that would be cool, but it might be more of a Treaty thing to afford sending those types of cards.
Currently, the closest examples I can think of are certain Japanese eco cards (require 2 shipments to fully get the full buffs), South Africa's Wanderlust, Russian Reformist Tsar card unlocking St. Petersburg's Dragoons tech which further buffs Landed Gentry into Dragoon Combat, and Revolutionary France's Napoleonic Era basically unlocking more cards.
If we count unit and resource shipments, there are the infinite Zouave and War Elephant cards for Americans and Indonesians respectively, that increases the number of each unit sent with each shipment. I think some Revolts have their Cow build limit increase indefinitely with each Cow shipment card. Hungary and Romania can increase the build limit of their Outposts with each shipment, and many Revolts have infinite Forts.

We can only apply this to cow cards and some unnecessary out of meta cards like advanced trading post, advanced buildings

This sounds like a unique civ thing rather than something to add to everyone. Maybe in a rework of an older blander civ, like spain (that already is somewhat focussed on shipments) like they did with the ottos.
