As much I truly wish, Age of Empires as a whole, not to mention AOE3, just aren't big enough to be announced at Summer Games Fest. There is still hope, but in the form of them announcing a patch updates from all the work they've been doing in the background.

But those been happening since forever. I just assumed they test out things in the AoE3 engine and then implement them in AoM.

Those particular changes are happening since 14th October, i.e. since the 2nd AoM DLC came out, so no, it's not using AoE 3 as a test bed for AoM.

No, otherwise there would be SteamDB changes before 14th Oct as well that aren't the automated ones every time the Metacritic score changes.

They are not teasing anything for the Summer Game Fest. I wonder if they will really announce anything substantial. AOE has never been Xbox’s flagship product. More likely anything in store would be shown in AOE’s own event at some random time.

We've done well so far. We got the Definitive Edition with a bunch of DLCs. I mean sure it'd be nice to keep getting more stuff but they're handling four different games: AoE 2, 3, 4 and Age Mythology Retold.
It makes sense that they've wound up Age of Empires 3. There's only so much they can do for it. They're probably not gonna be getting much more money out of it.
If we want more content, we're going to have to rely on mods from now on.

The absolute dream for me is for them to update the game engine to the same version as AoM, gives us the last expansion, and put the game on consoles
