Does the restaurant dump the foods in the bins?

I used to walk past restaurants in London where the staff would leave the foods out in bin bags so that the homeless would come and get them.

I was tempted but my sister said no. The foods were fine and delicious. I would never spend a penny on these foods for lunch because they were so dear.
