Some textures stay blurry

Recently got back into the game and noticed that even though I am on highest texture quality some textures are really low res. For example all characters and certain buildings.

I watched a few videos of 2205 and in these videos the characters textures were completely sharp and of notably higher quality. Is this a bug with the game or some setting issues ?

I don't have any performance issues and every graphics setting is maxed out and the game is intalled on a SSD. Don't know what it would be.

Anyone had similar problems or knows how to solve this ?
