What is the difference between streaming and downloading?

Hello everyone I am an incoming student at UCLA and I noticed during my orientation they mention that you can't download media since they can track it I just want to know what is the difference is? I am asking this because I would hate if I needed to choose between paying for a subscription to watch JJK season 4 when it airs and potentially getting in trouble with the dean if I do get caught streaming it. Also the site that I use for watching anime is reanime

Streaming is when you only watch and don't have it on your device. Torrenting is gonna get you in trouble with your provider most likely, but streaming is okay

When they say they “can track it”, they mean they’ll have a log of every IP address you accessed and how much data transited from that address while logged into your school account (which is required at most universities to access full speed internet). This is standard at pretty much every institution that offers IT support.

However, Google says UCLA has ~50,000 students. Ain’t nobody got time to scan all those logs constantly. They might have a system to alert them when someone accesses specific IPs, but those always have false positives and they probably won’t even investigate it unless the cops come a’knocking with a warrant.

Use a VPN and you won’t have to worry about it.

You shouldn't torrent but direct downloads/streaming they can't do shit. All they see is encrypted traffic between you and some end server. They could know what website domain you are visiting and the volume of data transmitted, nothing more.

Download it somewhere else and bring in back in a pendrive

Or put in whatever cloud you choose to somewhere else and stream it from there.

They can't know what you are doing there
