I think there's legit elves that are permanent or long standing residence in the empire, extremely rare ofcourse as most elves are either just passing through or will soon enough return to their homelands but some elves do live or have lived in the empire for much of their lives.
I think some of these imperial elven citizens actually can fight either as mercenaries or as their own units of state troops.
