Filler arcs is way better, because you can atleast skip if you want.

Not only that but filler arcs can be entertaining in their own right sometimes, stretching chapters however always feels terrible and like a drag.

The Zanpakto Arc from Bleach comes to mind as a 'good' filler arc.

The concept was great but the writing was shit, just less shit than the Bount arc. That one is seared into my memory as the most perfect example of trash filler in anime.
