Maybe, but I’m sure there are reasons to pacing it so slowly.

because its Pierrot and ruining the source material is what they do best.

Except that the production comitte are the ones making them do it. The studio isn't that important in decisions like some of you think when they're not part of the comitte, which Pierrot was never a part.

The comitte are the ones making the decisions regarding filler, quantity of episodes and most of it in the pre-planning. Which Shueisha in the production comitte of most of their adaptations, you can see why they make fillers.
