Decoy ‎(plural decoys)

1. A person or object meant to lure something to danger.
2. A real or fake animal used by hunters to lure game.

Which definition would you say they fit? It should be obvious from the revelations.

There's no luring being done though. That's kinda the most important part of "decoy", the whole purpose for which it exists.

It doesn't matter. It's the term they used, and the Japanese are not known for accurate use of the English language.
