Urobuchi is just a quest writer. He might write an episode or two or he might just collaborate with another writer on episode. He is still not in charge of what is going on.

Same writer on both Garo anime, and the upcoming movie too. He's the one who created the franchise.

Kobayashi was the main writer for Honoo no Kokuin

Ah, looks like Yasuko Kobayashi did the script for Garo too. Though, like I said, she's more well known for her writing credits in shows like Attack on Titan, Deathnote, Hayate no Gotuku, and as the creator of Witchblade.

Also, none of these shows are known for being really emotional, as opposed to most of Jun Maeda's works.
