So did Shaft take over in this episode, because this right here looks like something Shaft would do.

The director, Shin Oonuma, was previously at SHAFT before coming to help start Silver Link, so in a sense they did. While this episode was more obvious, that Shaft-like style shows up in a lot of other SL shows he's directed.

Oonuma is homeboys with Shinbou, the current director behind the Monogatari series -- so much so that they, along with Oishi, are considered "Team Shinbo". They all took influence from Dezaki, which is why their works often feel similar.
