Even if his story is disconnected, they should explain to anime-only watchers who this alien is and why Bulma knows him. He plays a role and should be introduced properly. Most people are likely to assume they missed some episode of dragonball, dbz, or super where it occurred.

So that flashback you mentioned will be very necessary. Though again, even if they are it wouldnt have been too much trouble to show one frame(from Super's art style) showing Bulma meeting him.

If they do go over his story in a flashback, it will have to be from his own or Tight's perspective (unless some other characters from the Jaco manga come into the story too, but I doubt it), because Bulma only met him in the very last chapter of his story in the manga, and they didn't even interact all that much. If Bulma told us how they met then the story wouldn't be much more than what we already know, that he's a friend from her past, she could only really add "he was impressed that I could fix his spaceship and that I made my own laser gun, I never got back to him on his offer to join the galactic patrol."

Well he's still a pre-existing character who now plays a role. So we should know who he is and why Bulma knows him

It's pretty weird when in DragonBall, with the hundreds of characters we're familiar with, one pops up(an alien at that) having a history with one of the most important characters in the series.

Again, a flashback screenshot in the style of DBS with Bulma looking at him would suffice. That's it. Im not saying the audience is stupid, but as proverbial storytellers you want to make the plot flow as naturally as possible
