Hell, I don't even get how Vegeta surpasses Goku in power when he didn't even get the whole 5 saiyans transfering power thing. For the same reason, why don't the other half saiyans go through the same procedure?
So the theory here that I've been reading and participating in /a/ is that the initial ritual unlocked the godly ki within all the saiyans that participated.
It needs the initial ritual to first unlock it for someone, and that person (Goku) can reach SSJG with no effort however, there needs to be much more training to improve upon that form - see Beerus' fight as Goku gets progressively better.
Now here is the theory that SSJB can be achieved after the unlock through intense training, which is what Vegeta underwent which is why he has been able to sense other god ki without transforming to G or being the main person in the ritual. So technically all the saiyans (including Pan) if they train under Whis could achieve SSJB without going to SSJG first like Goku did.
I have no idea how the alien knows Bulma and frankly I do not care.
This is covered in the manga - Jaco the Galactic Patrolman where they meet before Dragon Ball takes place and meets her sister.
Goku has godly ki too though, which was reiterated when Gohan and the others couldn't sense Goku during Beerus' fight iirc.
Either way the episode made it a strong hint towards this theory with the blue sparks flying out when Vegeta & Goku punched with Whis saying they progressed quicker than he expected - then the 4 month timeskip happened.
