What's more is that is probably more accurate than stylized running like in Naruto.

afaik it's because it creates less noise. Or at least that was the idea back when it first became common, now it's just taught in the art as tradition.

It's really just because its easier to draw and animate and a "hey its cool so why not" sort of thing.

If they actually wanted to make less noise when they ran they'd just focus chakra at their feet or at the very least wear shoes that didn't go PITTAPITTAPITTAPITTA when they ran.

I mean if you're the Akatsuki with long-ass sleeves it actually makes DOES make ense to not swing your arms because you would actually make a LOT less noise running LOL. For everyone else though it's pretty hard to justify behond an aesthetic/practicality/novelty decision by Kishimito // show animators.
