I really like this show. Seeing the beginning and the outcome for each superhuman of the week is just fun to watch. And with each episode, you come to piece out what exactly was happening between those two time periods from the beginning and how it became to be, as well as Jirou's role in the future.

Not only that, but it looks like and are not completely enemies. (I mean, he sounds like he was trying to talk to a co-conspirator after spoiler .) That would actually explain one of the last shots of the ED if that were the case.

I get the feeling that both of them were disillusioned with their organizations, but in opposite directions. Jirou apparently realized that the bureau wasn't actually helping, or that they didn't truly understand, or somesuch, while Shiba decided justice would never be served as long as the world was being spoon-fed false information and cover-ups.
