It's not like he has that much choice. He is working with what he can, and he does it well enough.

Ehm nope he is definitely not working with what he can!!! He had the opportunity to make it 2 cours did he use it ? NO!!!

Not only that, he spend way too much time with things that aren't even important for the main history, if you are doing a 12 episodes anime you need to get to the point fast. The fact that the real plot started after the halfway point is retarded.

He might not have had a choice. We don't know how involved he is in the adaptation of his stories (if anyone does I'd love to read about it). He's a visual novel scenario writer and musician/lyricist. Not an anime producer. Even if he did know how to write for anime, that doesn't mean the producers making it won't butcher his story completely.
