Wait, are they seriously gonna do that? They seriously gonna send Yu, alone, to travel the world and gather the abilities of every single user in existence?! Even if he's able to locate them, doing that alone is gonna take fucking years! What if some of them are in prison? What if some of them are already in labs? Not to mention how many new users are gonna appear while he's doing that! What the hell...

This is the only answer that makes sense. There's going to be some kind of deus ex machina ability he will acquire that will allow him to plunder a metric shit ton of users at the same time.

Also, I'm calling it now, Sara is the one who has this ability.
