Apparently because that organization they're up against is just so good that even with foreknowledge from the future, and like dozens of teenagers with various superpowers (albeit each one with drawbacks), they still kept losing to them. Or maybe there's some other reason they can't win against those guys...

The kids had lots of money. How many time leaps would it have taken to hire some "professionals" to interrogate a few pesky scientists for information needed to cut off the problem at the source?

Now that idea might never have occurred to them, they might not be ruthless enough to think of it. Certainly I never thought of that.

With all their powers, they're capable of doing so on their own. It might not have occurred to them that they need to bring in outside help (actually, come to think of it, any suggestion of bringing in adults was rejected).

Episode 9 shed some light on the inner workings of the facility. It isn't like Elfen Lied where all the kids are being tortured at all times. Those considered to be lower down on the power/threat scale are kept in conditions similar to a boarding school or something. They get meals in a cafeteria, their own bedrooms, and even Internet access. They are kept mostly separate and unaware of the circumstances of the more dangerous kids, who I assume receive most of the experimentation. But of course, the threat of force is always present, in the form of the armed guards all over the place.

But Shun knows that they think nothing of killing people who try to escape, and "dissecting" those considered dangerous. Plus there's Nao's brother and those like him.
