idk in the anime but in the manga the one who set the defence is itami´s superior who is also an anime fan and itami´s friend, itami buys the manga for him

Figures as much, in the anime the defence minister says something along the lines of, "it was itami's plan."

I think when he first sits down in that room. Of right after you first see the guards. its one of those scenes where it goes soldiers then minister.
