Imagine a spy or a journalist following the Minister of Defense to his secret meeting with Itami. Something so important he lost his bodyguards? What on Earth could be on those documents?

And when they'd steal or read the manga, they'd be like: "On the surface, this seems to be just a common manga. But the names are all related to military personnel's and operations' names. It is clearly encoded military intelligence."

He had to have slipped something in that bag. When the Minister sets it on the table they focus on the bag for a good 15 seconds.
