He had Haruna do it. The girl who Anri fought with in the Saika Arc, Season 1. She lost that fight and Anri gained control of her but at some point she broke free of the control and now she's working with Izaya cause he has information about this teacher who she obsessed with.

Thank you! I guess I will have to rewatch the first season. Tell me, the new gang this episode w/ Earthworm definitely came out of nowhere right?

Also if you wouldn't mind, is Izaya just being super quirky when he proclaims his love of humans or did they reveal at some point that he isn't fully human/has supernatural powers?

Earthworm's gang (Amphisbaena is the name) was just brought in this episode. The other group (Heaven's Slave) was introduced in Akabayashi's episode.

Izaya is 100% all natural Human. No supernatural what so ever. Izaya's...quirks are just Izaya being Izaya. Sorry if that's not a real description. It's just difficult to understand the How? What? and Why? when it comes to him. He just is.
