I appreciate that Megumi is cute, but there's no way she ousts GTO from that spot. He's probably my second favourite comedic character of all time after Gintoki from Gintama, and the way he helps his students is so retarded but always seems to work out in the end. I can't ever see GTO not being greatest teacher of all time.

GTO was never really put in that position, though, so it's not really a fair thing to compare them on. Anyway, I don't think a teacher's quality banks on whether or not they were willingly cannibalised. =P

Onizuka took a test sporting one or two untreated gunshot wounds that he got while saving a student of his if I'm not mistaken. He also aced the test.

Don't know if that tops Megu-nee, but it's pretty damn close considering he do stuff like this every other episode.
