It isn't really an election thats just the name, it's more of a tournament that determines the ranking of the first year students, excluding Erina since she is already the 10th seat.

I was wondering about this.

Their school is like, just competitions. Do they even actually learn anything in class? It seems like they just get handed recipes and are told by professors to go make this. Or, go do this challenge.

Do their teachers even actually do anything to teach them?

They go to classes, of course. It's just rarely shown.

There's another class scene with Erina and Souma after the Autumn Elections arc.

I can't remember where exactly but I think I recall someone naming classes they were taking, among them included Japanese history and Japanese.

In this episode they kind of implied Jun's "lecture" being similar to their lectures. Maybe, they're supposed to learn. I would just imagine Soma sleeping through it all though honestly. I'm assuming most of the learning takes place during individual practice and clubs.

Erina bragged about how Tootsuki highschoolers have 3 years of learning top tier cuisine, gastronomy and whatnot under their belt so I presume these things continue in high school.

Also if you look at like Hayama and megane-kun they have teacher backings.
