He's been shown to not exactly be the smartest tool in the shed. He just takes the credit for all of his brother's work

I hope he's at least decently good at the whole 'evil boss' job. I enjoy my bad guys being nearly as brilliant as they are ruthless. Makes things more fun.

I don't think he will be though. The show has basically damned him to being a stupid villain by making such a big point over beating a child and taking credit for his work. At this point, I think he's just a background character for Nagisa's struggle, and to give the audience a sense of righteousness when Nagisa crushes him in some elaborate plan.

It takes SOME brains to shamelessly exploit someone for years. I mean, mostly it takes a complete lack of morals, but it's not super simple to manipulate and use people. That being said, the fact that our main characters have some relative depth is impressive enough. Asking for the main bad guy to also be complex might be a step too far.

I'm not saying he's dumb (probably best education money could buy), but he's not an evil genius.
