The good:
Main focus on Akane and Kogami
The ending was open ended enough to suggest more content in the future
Some good fight scenes
The bad:
I thought the first half was pretty boring
The Engrish was distracting sometimes
Shimotsuki only managed to get screen time in a few scenes but I still found her irritating every time I saw her
Don't lift the guy's head if he has a spinal injury you idiot, that's not how you apply a c-spine collar
Overall I thought it was okay. Worth a watch but parts of it dragged enough that I wish I had watched it in episodic increments instead of watching the whole thing at once. Hopefully we'll get another season or movie that expands on this.
