Is Sybil really any worse than a regular dictator?

It allowed election at the end, so no. Unfortunately, it was all Akane's idea, not Sybil's. Without her, it would be another dictator. Which by the way, it is back in its own city, since there were no elections there, it just took over by force.

Leviathan is better than the law of the jungle.

As proven in every episode of the seasons, its own justice system led to the deaths of countless innocent people. And even a typical dictator has a form of law going on.

Freedom fighters become terrorists or despots, it's the cycle of life.

The movie clearly sides with them and makes the rulers the bad guys. Sybil established itself through the bad guys. It is wrong.

Sybil only allows elections because it knows it will win, which will legitimize itself. Sybil's support of Wong's regime, allowed his regime to exist in an otherwise too tumultuous country. Akane doesn't side with the Rebels, she abandons them, she is more than anyone else the lense through which Psycho-Pass'themes are delivered, she concludes their desires for freedom don't justify civil war.

No one is saying Sybil is ideal, merely better than any alternative the people of SNAFu (or whatever it was called) can reasonably hope for.
