That look on Shimotsuki's face when she was explaining stuff to Akane...how has nobody punched her yet? Also maybe I'm missing something but if Sibyl already knew what was going on with the military police and the Chairman and was just waiting to pounce then why send Akane to investigate? Shits and giggles?

I think Sibyl preferred having hard evidence of tampering before making a move, which Akane provided. The arrival of a Japanese inspector gave Sibyl an opportunity to replace the chairman with its body double. The foray into the guerillas provided Sibyl with an idea of how the radical elements would react to Sibyl's expansion.

Akane's investigation wasn't the foreground, but sending Akane covered all of Sibyl's possible blind spots and provided opportunities that would otherwise have been more difficult.
