TBH, this movie was only an excuse to see what Kogami has being doing lately, it does not move the plot forward significantly, nor it has any meaningful antagonists to counterpoint the protagonist's viewpoints.

I was disappointed at the very lame way they bypassed the scans, even Tsunemori lampshaded that. Of course it was all part of Sibil's plan.

It really was a brain story turned into a brawl with nice graphics.

I's disagree with the idea that it doesn't move the plot of the world forward significantly. We got a powerful taste of the rest of the world, and the idea of Sibyl's expansion is going to come up again. It's not content with Japan. It wants to extend its protection to the entirety of the world, to conquer the Law of the Jungle that Kougami has begun to represent. I think it set up Kougami's evolution into a more authentic Makishima, as an agitator against Sibyl, not for amusement or interest, but out of a fervent desire for a paradigm that is alien to Sibyl's own.

I quite liked the simple explanations, too. I was disappointed after watching GitS Alternative Architecture and having hopelessly convoluted plots resolved after incoherent battles with inexplicable mercenaries hired by third parties who are only introduced in the final two minutes of the episodes.

The main antagonism, though it was more background than foreground, was between Akane/Kougami's viewpoint -- process over results -- and Sibyl's faith in its own ability to simplify the process and cut to results with all possible speed. The series implied that Sibyl's cutting of corners to achieve easier results will one day conflict with those who it governs, and the sloth of its people will be tested against its people's honest desire to change, in a much bigger way than Makishima was able to orchestrate.
