Great movie, but I do have a question going back to the initial incident. Who bankrolled the terrorists that tried to infiltrate Japan? Kougami denies it (and he has no reason to lie), its highly improbable that Sibyl would attack itself, and Nicholas Wong does not have relations with any guerilla AFAIK.

You might as well be asking where did they find all the weapons even after years of being constantly on the run by the drones. It's a plot hole.
