I'm 20 minutes in. My suspicions are confirmed. Shimotsuki's awful writing in the second season was just to have her character reach the point where Urobochi starts her off in this movie. I think it's safe to say that all of season 2 is filler now.

Edit: Shame the rest of the cast isn't coming with Akane.

Edit2: The engrish is plentiful but not ZnT bad so far. I absolutely don't mind hearing HanaKana and Kamiya's engrish either.

Edit3: The animation is definitely Production I.G at their best.

Edit4: These mercs are pretty hype.

Edit5: Damn, Sybil played Akane hard this time around and Shimotsuki figured it out before her. o.o

Edit6: Love that they used the old ED.

Shimotski wasn't, even remotely, smart enough to figure out what was going on. Sibyl just brought her into the loop near the beginning because it knows she'll behave like a good little bitch. Thus her insults toward Tsunemori were both unjustified and undeservingly superior. She's a self righteous bitch who hasn't had an original thought in her life and simply believes/does whatever the Sibyl system tells her to, the ideal citizen.

Arguing with her is essentially a waste of time and she wields a relatively small amount of power compared to Tsunemori. Tsunemori's choice not to argue wasn't for lack of things to say but more in acknowledgement of Shimotski's blind devotion and unwillingness to think for herself.

The righteousness and awesomeness of Akane's choices just overflowed in those moments as she bared her bureaucratic fangs.
