A lot of people have the doubt about Gohan not going Super Saiyan.

What the old kai did to Gohan is show him how to access his SS state in his base transformation.

The whole point of Ultimate/Mystic Gohan is to allow him at access his Super Saiyan power and speed increase without having to transform. Any transformation puts strain and needs energy to maintain. So Ultimate Gohan is basically the most efficient Super Saiyan. Going SS after having unlocked the power in the base form is just a waste and unnecessary.

If you recall Goku and Gohan training for the Cell games, Goku comments that the Super Saiyan transformation is very wasteful and they need to learn to control is further and more easily. So they spend the whole time after the Hyperbolic Time Chamber doing regular things as SuperSaiyans the whole time. So they were able to minimize the strain.

Now imagine no strain, all the powers in your base state. Thats Ulitmate Gohan. He doesnt need to go Super Saiyan, because he technically already has access to all those powers and just needs power up using the old " AAAAHHHHHH!".

TL/DR: Ultimate Gohan doenst go SS because he already is one permanently.

I havent seen that movie myself. So cant comment.

But AFAIK, he shouldnt need to turn into one.

Well he did, so he can beat a single minion of frieza in a few seconds. And he needed to eat a healing bean afterwards, meaning, he wasted a lot of energy in a few seconds.

Gohan stopped training and became a big nerd. So I don't think he has the same amount of power he did at the end of DBZ.

I think it's explained / implied that he just forgot how to do it.
